Abstract
Abstracthis study explores the basic trend of world tourism development and different strategies of neighboring countries in promoting tourism. Through in-depth interviews and comparative literature analysis, the study finds that there are several problems in promoting tourism in Taiwan. They includes: top-down governmental decision making style, lack of professional expertise, inadequate integration of communication and resources, and inadequate legal framework and practice.he study suggests several approaches to refine the tourism strategy. They includes: improvement of policy making process, adjustment of tourism organizations, upgrade of public tourism organization, refinement of legal structure. It is also suggested that three upgrade stages of tourism infrastructure is needed. The study advocates “Charming Taiwan, Enjoy Taiwan” as a new value of Taiwan tourism.
