Abstract
Building and operation of regional governance mechanism is regarded as an indicator,
which is used to observe how Taiwan local governments are enabling to solve the
cross-border problems. Depending on empirical study of Kou-Kao-Pin Leadership conference
and analysis of foreign experiences, this study traces the background of today’s cross-border
problems among regions and discovers the meaning of the regional governance. The study
also deeply analyzes the difficulty of Taiwan local government to build the mechanism of
regional governance and some successful foreign experiences. The study further regards the
mechanism of regional governance as adapting institution of the traditional political
institutions. Accordingly, this study anatomizes constructing rules and social limits of regional
governance mechanism. Then, we advance several strategies to help local governments
develop the mechanisms of regional governance.
