Abstract
The purpose of this paper is to explore the system formation, system transition and even system changes over more than a decade of historical development since the Taipei City Public Assembly Hall was established by modeling Japan’s Kominkan. The study has investigated the stages developed over the past decade of historical development process, the policy turning points encountered in development and the countermeasures taken by related action takers. By using historical institutionalism as the research approach, the author adopted the in-depth interview method to obtain the first-hand data from major action takers (policy decision makers or executors), so as to verify the development of related major historical events and the veracity of the causality.
According to the findings of the study, the development and changes of Taipei City Public Assembly Hall system over the past decade could be divided into the following major stages in terms of varying critical junctures: “2000 – 2003 establishment of Taipei City Public Assembly Hall”, “2003 – 2004: “a voice for overall outsourcing of the building of the Public Assembly Hall”, “2004 – 2005: keep going while the policy for the Public Assembly Hall had yet to come to the final stage”, “2005 – 2007: turning point of the ‘curator’ system” and “2007 – 2011: implementation of the program of ‘Public Assembly Hall change trilogy’”. The above stage classification was made by the Department of Civil Affairs, Taipei City Government based on varying critical junctures in different stages, which caused the creation of new systems as countermeasures. Through this paper’s exploration, a clearer picture about the past and the present development of the Public Assembly Hall has emerged, with which, the future of the Public Assembly Hall could be inferred and some corresponding recommendations to help the policy of Public Assembly Hall go a long way could be provided.
