Abstract
The chief of borough is a very important role in local politics. However, in Taiwan, there are not many studies related to the political roles of the chief of borough. Most of the studies concerning the chief of borough are in the area of public administration. Therefore, this thesis will focus on the political roles of the chief of borough. There are two main purposes of this study. The first one is to find out how chiefs of borough help councilor candidates to win the election and how they interact with each other during elections and in normal times. The other purpose is to find out the reason why new candidates can hardly win in the election of chief of borough and how they can do make themselves win. This study takes a close look at the Taipei municipal council election and the chief of borough election in Zhongzheng District in 2014. The findings of this study are : (1) Chiefs of borough are actually vote brokers and they are still important to the councilor candidates. (2) In chief of borough election, networking is the most important. (3) In chief of borough election, it takes much more time and determinations for new candidates to win.
