Abstract
As the global warming, energy and environmental contamination occur, people gradually attach the importance to these themes. We may carry out the concepts of environmental protection with village development to reach the goal of energy saving and waste reducing by reconstruct village. This thesis will bring the new concepts of Zero Emission Village and look for overseas and local scholars’ ideas and explanation about Zero Emission Villages. Through case study, we can definite the Zero Emission Village and propose its concepts framework and developmental strategy.he conceptual framework includes four sections - (1) Database Analysis, (2) Questionary for Inhabitant, (3) Energy Problems Analysis and (4) Developmental Strategy for Energy Saving and Waste Reducing. With this framework, we will propose feasible developmental strategy. Ping-Lin area will be a case study to review the key points.e may find out even though there is a good water quality, because of its special location in which needs the high level controlled measures. Well sewage sewer is significant. We still need to enhance environmental education of broadcasting the recycle method even though the waste is getting reduced. Inhabitant would accept Zero Emission Village concept mostly but the habits in Ping-Lin area should be advanced. For energy, we estimate average housing energy has been grown up to 286.40kWh with higher GDP growth rate in 2010. The number of renewable energy is sufficient, but the established cost is too high. If the government could subsidize some subvention and help increase their aspiration, these may raise the will of inhabitants. For energy saving and waste reducing plan we could improve our environment with the guidance principle of green architecture and reach the energy safe and waste reduce destination, furthermore in ways to low carbon and carbon reducing. SWOT analysis is another key point to help us realize that Government plays an important role in spread the concept of Zero Emission Village with policy and subsidy. If it is positive, we believe inhabitant’s pleasure will increase.
