Abstract
Promotion system of the police officers is critical to the effective management of the human resources. This study explains the system design of the current points system in evaluating the merits of police officers. In-depth interviewing was carried out to analyzing strength and weakness of the points system. Research findings include:
1.Position classification is not well-balanced that promotion is extremely difficult for high ranking officials.
2.There are different factors in deciding promotion for different levels of police officers.
3.Promotion strategies adopted by different supervisors may not always promote the best candidates.
4.It is faulty that different function types of police officers using the same promotion system.
5. Special recommendation system of the promotion system should be carefully adopted with comprehensive design.
Related policy recommendations are proposed, such as: restructuring the position classification, emphasizing daily performance check, regulating supervisors’ performance rights, establishing orderly promotion system, and building reviewing system on promotion.
