Abstract
The purpose of this study was to re-examine the political and military influence of the “70% ” theory that proposed by Imperial Japanese Navy(IJN), for it led the path of Japan to the way of Pearl Harbor. By analyzing the existing studies and one-handed data, such like news column, the conclusion was led to the man who resulted the fraction of Navy, Kato Hiroharu, Chiefs of the Naval General Staff, was the most responsible to the politicization of IJN. He used the“70% ” theory as his weapon to expand Navy’s political influence, although his effort was successful, the result of the military building was nothing but crossing the Rubicon toward the war against U.S.
