Abstract
In 2001, Taiwan’s financial market fell into the most critical systematic risk in history with the total financial market non performing loans amounted to NT$ 1,327 billion and non performing loan ratio reached 8.16%. After government and financial industry’s joint efforts, the tempest has been appeased gradually. In 2005, another storm came due to credit cards and cash cards. Since there are so many small amount debtors involved, it not only resulted in financial risks to financial institutions but also caused serious social problems and even political issues. Therefore, it’s really a tough task to handle the crisis properly.
Owing to my present job, I took part in various discussions with supervising institutions, Bankers Association and was personally engaged in the relevant operations. This research included government organizations’ policy operations, financial institutions’ related measures, foreign similar experiences and professional AMC’s practical methodologies in handling non performing loans. Based on my personal long-term financial experiences, it’s my sincere hope that through the analyses in the loan strategy mistakes made by the banking sectors, the practical improper operations to pursue performances and the discrepancy in social morale recognition, I could provide some solutions to the financial sectors in handling relevant card debts problems.
