Abstract
Taiwan Community University (CU) is a unique educational system. Since its initiation in 1998, there are already more than 80 CUs in Taiwan. The advocators and the related researchers of the CU often see this ideal as reality and see the growth of the number of universities as the strengthening of the civil society in Taiwan. This research points out, through historical investigations, the closeness of CUs and the community development policies. Although the different paths of the CUs seem concealed, but with the political opposition of the Pan-Green and Pan-Blue coalitions becoming more extreme and contradicting, the CUs gradually displays its conservative side. This thesis hopes to rethink the ideal and the self-growth of the CUs, and to provide a different lens for the related researches.
