Abstract
The aim of this essay attempts to explore the policy implementation of social security for migrant worker in Guangzhou from the perspective of central-local relationships in China. Results of this study showed China''s social security policy was extremely decentralization. How Guangzhou carried out social security policy and the
assessment indicators of Central Government are related. In this essay, the case study of Guangzhou, where the primary target of implementation of social security for migrant worker is mainly based on social stability not on citizenship. Moreover, the foundation of Guangzhou in the implementation of social security for migrant workers is Central Government policy agenda instead of taking it initiative. For Guangzhou, social stability and sustainable economic development are the ultimate objectives. Even migrant workers have the same social security benefits with urban workers in Guangzhou. Indeed, the migrant workers still lacks many of the rights, benefits and indemnification. Overall, the Hukou system still a major obstacle to social security policy of migrant workers. To conclude, this study may be of importance in explaining the effect on decentralization of social security policy, as
well as in providing researchers with a better understanding of why Guangzhou formulated social security policy to migrant workers from political, economic and social perspective.
