Abstract
This in-depth reporting is an analysis and a discussion on the vacancy of Taiwan’s fourth term ombudsmen. The reporting first probed into the dispute over the short list of the fourth term ombudsmen, then looked into the problem of the nomination system. In the end, this reporting kept a record of the latest development of the ombudsman issue and the current situation of those nominated but put by candidates. At last, this reporting offered reflection and suggestions toward the ombudsmen issue: A.) Combine the currently used nomination model with the caucus negotiation model to form a new assembling regulation of the examination committee which examines the qualification of ombudsman candidates. B.) Hold public hearings to fairly examine every candidate. C.) Every candidate has to gain votes of more than three-fourth of the committee members to become a Control Yun member. D.) Moderate the first section of the third article of the Organic Law of the Control Yuan: cancel the first and sixth clause.
