Abstract
Taiwan suffers often from natural catastrophes such as earthquakes, typhoon, and flood, etc. due to her geographic location and fragile geological condition. These hazards usually cause casualties and major loss of assets especially in area of high population density or region of intensive economic activities. The government spend huge budget for disaster mitigation. The investment of disaster mitigation should be proposition to the risk of the area so that adequate economical efficiency can be maintained. The regional damage assessment then becomes an important issue for decision makings in disaster management.
The objective of this project is to establish an algorithm for regional flood damage assessment. Damage-inundation relationships for different land use types, such as residential, industrial, commercial, agricultural and public utility, were constructed using property loss records in historical flood events. The watershed of Keelung River is used as study area for this project. Related spatial information and social economic database for regional flood damage assessment, such as population, land use, commercial and industrial activities, were set up. The Inundation maps from simulation of events with different return periods were overplayed with the social-economic database for regional flood damage assessment. The average annual loss due to flood for the study area was assessed through the relationship of regional flood damages and flood occurrence probabilities of the related events. This average annual loss can be used in the with-without analysis for project evaluation on alternative flood control measures.
