Abstract
Design/Build construction projects may have advantages such as reduced duration, improved efficiency, and enhanced innovation. In recent years, the number of Design/Build projects has increased in public sector in Taiwan, some of them are tunnel construction ones.
This research analyzes several Design/Build tunnel projects and collects the opinions from different fields include the owners, designers and builders of tunnels. Based on the information, this research suggests the owners should consider their purposes, project characteristics, inner and outer conditions, and market situations before they use Design/Build method.
The research also analyzes the measurement of Design/Build benefits, contractor selection mechanism, and how to decide the reward and penalty of contractor by using the concepts of net present value (NPV), benefit / cost ratio (B/C), and internal rate of return (IRR). In these topics, the most important of all is the consideration of time value of money and the relationship between project duration, cost, and revenue. Finally, the research suggests an A+B+C mechanism of contractor selection and a method of reward or penalty evaluation.
