Abstract
Most aquafarms are located at barren
or less productive areas, the development of
aquaculture in Taiwan has been very
successful. This has been attributed in great
part to the cooperation between aquafarmers
and aquacultural specialists. Although
aquaculture has contributed greatly to
improving the economy of coastal
communities in Taiwan, this was not
without some adverse effects. For example,
inadequate government planning and
management, ambiguous strategies, and the
defiant attitude of aqua-farmers toward
administration have contributed to the
occurrence of land subsidence and
environmental degradation. These events
resulted in an unprecedented crisis in the
aquaculture industry, and the public began
to question the actual benefits of
aquaculture society.
Furthermore, with its intention of
jointing the World Trade Organization
(WTO), Taiwan is faced with the reality that
the space and resources available for
agricultural and aquacultural development
are extremely limited. This further
emphasizes the importance of this critical
period of Taiwan’s aquaculture industry.
With both internal as well as external
pressures, including water and land
shortages, high production costs,
degradation of culture environment, disease
problems, obsolete aquaculture operations,
the aquaculture industry in Taiwan has
reached a critical crossroad. However, to
transform this crisis into an opportunity
requires major technological breakthrough,
together with significant changes in related
strategies and regulations. More importantly,
there is a need for a clear direction for
Taiwan’s aquaculture industry and a basic plan for implementing the required changes.
In this study, we choose the eel industry
as the research object to simplify the research
scope. The technical efficiency and the
comparative advantage of eel production will
be examined followed by the suggestions of
the cultural regulations for the eel industry. It
is anticipated that the research findings will
provide some deep thought for the policy
makers in their future policy decisions.
