Abstract
Today, the challenge we encounter in
Taiwan is how to prevent disorder
agricultural conversion and to identify, plan,
preserve prime agricultural area as well as
how to manage agricultural land use after
participating in WTO. Of course, preventing
agricultural conversions must depend on the
strength of land policy and planning system.
This assay compares the planning systems
and agricultural land protection strategies of
several countries, then focuses on Germany,
Netherlands, and Japan. According to the
cross-countries comparison and analysis, we
suggest the alternations of current
agricultural land use policy, which includes
three categories: (1) planning, (2) economy,
and (3) ethics and participation mechanism.
