Abstract
Taiwan has been a developed country; however, she does not have a National Children's Hospital. National Taiwan University Hospital (NTUH) proposed to build a National Children's Hospital 23 years ago. The project was delayed because the location, size, and ownership of the hospital were not determined till 2003. Now, the building is almost done and the children's hospital may start to run in 2008. The interesting things are the global trends of low birth rates, the competition from the market of health care, the hospital global budget system of The National Health Insurance that further aggravate the low profit situation of the health care business. The NTUH faced the same financial problem with other hospitals in recent years. The extra expense of building the Children's Hospital may make the financial status of NTUH even worse.
This case study aims to analyze the market of children's health care in Taiwan, and focuses on the SWOT analysis of the NTUH. The author uses the concepts of "balanced scorecard" and "strategy map" to make proposed strategies of the Children's Hospital more substantial and feasible.
It is found that the market of children's health care in Taiwan maybe underestimated though the birth rates keep on decreasing. The reasons include the quality requested by the parents is getting higher, the children's health right is being paid more and more attention to, the changes of disease patterns of children and the composition of the population in Taiwan, and the development of preventive and intensive medicines. The author also analyzed the culture of NTUH that may be one of the major obstacles for NTUH to improve in her competence of competition.
The authors suggest NTUH to treat the "Children's Hospital" as an independent hospital instead of a "building" only. The organization of a team with independent management, public relation, and information systems, the way of empowering, the way of sharing the resources of NTUH, bringing in marketing concept into the organization, and changing the organization culture are the main issues to manage. It is also suggested that the issue mentioned above should be taken into consideration as soon as possible and be undertaken before the running of Children's Hospital.
