標題: | 研發支出直接與間接效益分析-以生物科技業價值鏈為例 | 作者: | 蔡彥卿 | 關鍵字: | 研發支出;外溢效果;生物科技;知識密度;價值鏈;research and development expenditure;spillover effect;biotechnology;knowledge density;value chain | 公開日期: | 2004 | 出版社: | 臺北市:國立臺灣大學會計學系暨研究所 | 摘要: | 二十一世紀是知識經濟的年代!而生物科技產業更是知識經濟中最具代表 性的產業之一!生物科技產業係屬「高科技」產業!所謂「高科技」產業,其最大 特徵在於:研發支出之密集投資、知識資本在創造價值之過程中所扮演之關鍵角色 與高成長機會(Liu, 2000 )。而「生物科技」係將技術應用至生命科學領域中。吾人 亦可較嚴謹地將其解釋成「使用活體細胞或其過程以解決問題並執行特定工業或製 造過程之方法的集合」(Hand, 2001)。 美國學者Porter 於1985 年提出價值鏈(value chain)的觀念,所謂價值鏈,是指 企業創造有價值的產品或勞務與顧客的一連串「價值創造活動」,其範圍上溯至原料 來源的供應商,下追至產品最終的消費者。將價值鏈的觀念運用於整個產業,Porter 稱之為「價值系統」。生物科技產業由技術與製程之開發直至臨床試驗與新藥上市之 最終階段,其產業價值鏈相當獨特。本研究將透過分析整體產業價值鏈及產業價值 鏈中不同產業階段公司,探討各產業階段公司研發投入活動所衍生之經濟貢獻及其 差異。另外,生物科技產業價值鏈中各階段公司依存度高,各階段公司整體研發投 入的外溢效果對產業鏈間經濟貢獻的影響,對於政府科技政策及企業競爭策略的制 訂均具重要性—此一議題亦為本研究之重點之一。 美國生物科技產業發展模式堪稱全世界的典範,因此,本計畫以美國生物科技 產業為研究對象,透過產業整體價值鏈的分析,將生物科技產業自技術與製程之開 發直至臨床試驗與新藥上市的歷程,區分為六個產業階段,並進行深入分析。 本文主要發現如下:首先,在研發投入對經營績效的影響方面,本計畫發現當 期研發投入對當期經營績效有顯著正向的影響,而綜合當期與遞延效果觀之,研發 投入對經營績效有正向之貢獻;其次,有關研發投入對生物科技產業公司價值影響 方面,不論是從當期效果或整體來看,研發投入對生物科技產業公司價值皆有正面的影響;第三,在研發投入外部性對經營績效影響方面,實證發現研發投入對經營 績效有正向影響(不論是當期或整體效果),再次驗證本文先前的發現;但在某一產 業階段研發投入對其他產業階段經營績效的影響方面,實證結果並不顯著;而在自 身研發投入較高公司是否較有能力接收產業階段間產生之研發外溢效果方面,實證 結果亦不顯著,至於同產業階段內,其他競爭對手之整體研發投入對經營績效之外 部性影響,實證發現競爭性效果大於外溢性效果,但皆不顯著;第四,有關研發投 入外部性對公司價值的影響,實證發現研發投入對公司價值有正向影響(不論是當 期或整體效果),再次支持本文先前的發現;但在某一產業階段研發投入對其他產業 階段公司價值的影響方面,實證結果亦不顯著;有關自身研發投入較高公司是否較 有能力接收產業階段間產生之研發外溢效果方面,除了Biological products 、 Pharmaceutical preparations 兩個產業外,其餘產業之實證結果並不顯著;至於同產 業階段內,其他競爭對手之整體研發投入對公司價值之外部性影響,實證發現競爭 性效果大於外溢性效果,但皆不顯著。 Twenty first century is era of knowledge economy! The biotechnology is the star industry of knowledge economy. Biotechnology falls squarely within the definition of high technology because ‘high ’technology distinguishes itself from ‘low ’technology by having three special characteristics: an intensive investment in R&D, a crucial role for knowledge capital in creating value, and high growth opportunities (Liu, 2000). Broadly speaking, biotechnology is the application of technology to the life sciences. More carefully defined, biotechnology is a collection of techniques that use living cells or their processes to solve problems and to perform specific industrial or manufacturing processes. Applications include the production of drugs, synthetic hormones and bulk foodstuffs, the bioconversion of organic waste, and the use of genetically altered bacteria (Hand, 2001). Porter proposes the concept of value chain in 1985.The value chain of biotechnology industry spans over several segments from technology development to phase Ⅲ. This study addresses two set of broad questions: (1) does R&D (knowledge) expenditure have a positive impact on firm performance? And (2) does R&D (knowledge) expenditure have spillover effect on enterprises in the same segment and in different segments? The empirical evidence shows that the R&D expenditure has a positive effect on biotech firms ’performances and firm values. The inter-segments externality effects on the market value to book value ratio ( bv MV / ) found only in Biological products 、 Pharmaceutical preparations industries. |
