Abstract
Except the quality and budget of the project can be control reasonably, “complete as scheduled” also is one of the important index for the achievement of the public construction execution. There are a lot of things will delay the schedule of the project. In addition to follow the contract, the authority should control the situation all the time, have proper estimation and make the decision straightforwardly to reduce the risk and damage.ecause of tender financial shortage, the schedule of First Freeway Yuanlin-Kaohsiung section widening is serious delay. This research discusses about the possible influence of tender’s financial problem to the project execution and find out the effective way to reduce the damage.hen the tender had bounced check and applied for reintegration, there were two bids’ progress exceed 80%. Another two bids’ progress were not reach 65% but not behind the schedule 15%. The original tender continue running the project in the way of surveillance payment. Until the progress behind the schedule more than 15%, the authority took the important items as emergency construction. At last the authority determined the contract and found a new tender.esides, this research organizes the real project execution, interviews with engineers and collects all the actions which execution team took during the progress to simplify and conclude each varies and find out workable replacement solutions through reasonable assumption and estimation. It also translate the solutions into budget by time different in order to make the further research and construct a mechanism to solve the similar problem effectively.
