本文主張：以消費爲媒介的東南亞族裔公共空間，形成了弱勢移民的日常生活「防禦領地」，也是跨國網絡的節點；雖然這些地方常會引起當地主流族群的劃界排擠和污名化，但以其做爲跨文化交流介面的功用，也有成爲優勢族群據以反思己身之「異質地方」的可能。本文以台北都會區外圍工業地帶的新莊、土城和樹林，因服務東南亞移工需求而集聚的消費地景爲例，透過庶民公共空間和劃界政治等概念，來討論這個論題。在討論相關文獻與概念後，本文描述東南亞族裔消費地景萌生於特定街廓的區域條件，以及空間分佈和活動形式。接著，循著消費地景中不同群體間的互動，討論兩個層次的劃界政治及公共空間塑造：(1)移民與移工對於街道公共空間的挪用，以及族裔化符號、身體和物件的存在，改變了地方意義，引發當地居民迴避和排擠的防禦性反應｡(2)隱密的店家「後台」則構成族裔群體的「內部公共空間」，成爲移工和移民確認族裔認同、編織社會網絡的可防禦領地。至於在本地居民的劃界排擠，以及新移民的防禦領地外，這些東南亞族裔公共空間形成「異質地方」的可能性，亦即跨文化交流的契機，必須奠基於多元文化主義論述、文化經濟利基，以及「參差對照」的特殊經驗形式。
This article argues that ”ethnic places” act as territory for everyday activities, nodes of transnational network, and interface for trans-ethnic interactions while causing boundary-making and exclusion from dominant ethnic group. But since ethnic places show forth heterogeneous ethnic culture, they have potential to be ”heterotopias” for dominant group to step into reflexive self-reconstruction. The authors take Southeast Asian ethnic landscapes of consumption in outer Taipei metropolitan area as example to illustrate the dynamics of boundary-making politics in these ethnic public spaces. After describing the regional conditions for the emergence of ethnic public spaces, the authors discuss the politics of boundary-making on two levels of inter-ethnic group interactions: (a) the appropriation of street public spaces and the appearance of ethnic signs, bodies, and objects which causing the defensive reaction of avoidance and exclusion from local residents; and (b) the hidden backstage territories of ethnic stores act as fields for confirming ethnic identity and social network. Finally, the authors argue that while ethnic public spaces are defensible territories for new migrants, they are also interface for trans-ethnic interactions, and may act as reflexive heterotopias in a multi-ethnic city.
