Description
Given the emergence of new infectious diseases and the recurring outbreaks and threats of contagion, global public health faces significant challenges. The impact of healthcare-associated infections on medical resource consumption and societal burden has been a major concern for countries worldwide. Infection control within healthcare facilities is of paramount importance, and with improvements in healthcare environments and the aging population being demographic trends both domestically and internationally, the need for safeguarding patient safety and preventing internal infections has become even more critical. Following the SARS epidemic, in pursuit of patient safety and the prevention of in-facility infections, the Centers for Disease Control and Prevention has actively promoted amendments to the Communicable Disease Control Act. These amendments not only strengthen the regulations related to in-facility infection control but also revise the inspection and verification methods for implementing infection control measures in medical institutions, clearly defining the infection control measures that medical institutions must implement and the standards by which regulatory authorities should conduct inspections. Over the past three years, the COVID-19 pandemic has highlighted the importance of different levels of hospital preparedness and response when dealing with infectious diseases. It underscores the necessity of establishing mechanisms for self-assessment, management, and preparedness during non-pandemic times to ensure appropriate response mechanisms are in place when infectious disease incidents occur. This project will reference international response and contingency mechanisms. It will collect practical examples of hospital responses to emerging infectious disease epidemics, large-scale infection incidents, and cluster outbreak events. Through the sharing of action plans, monitoring of cluster events, and emergency response group reports, it aims to understand the challenges hospitals may face in practical execution and propose management models applicable to hospitals of different levels. In the first year, this project plans to invite at least 15 hospitals to participate, including a minimum of 5 medical centers, 5 regional hospitals, and 5 district hospitals. In the second year, it will increase the number of invited regional hospitals by at least 10, and in the third year, it will invite at least 10 district hospitals. Through this project, it will plan for hospitals of different levels to establish self-assessment mechanisms, including cluster event detection, patient segregation, workflow control, emergency response procedures, command systems, and response teams. Depending on the progress, a continuous review and improvement process will be established for the infection control inspection model, relevant tools, and management mechanisms. The project will also organize benchmarking and learning activities among hospitals of different levels that excel in effectiveness or have distinctive infection control management models, including competitive events and training.
