2010-01-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/708519摘要:颱風災害是台灣與菲律賓共同遭遇之課題,幾乎每年都因颱風強風豪雨造成大範圍洪水與土石流災害,導致人命財產及國土設施損失。鑒於多數颱風在侵襲台灣前,會先通過菲律賓群島,因此,若有更多該區域的觀測資料,對颱風預警及數值模式初始場之改進至關重要。行政院國家科學委員會與菲律賓科技部進行氣象觀測之跨國合作,於菲律賓合作建構15個地面氣象站,並計畫進一步於菲律賓北部建置氣象雷達站。此計畫將可延伸我國氣象雷達(網)之觀測與守視範圍,可及早進行分析研判,掌握其發展與動態,提升颱風預警能力,減少災害損失;所獲得之雷達觀測資料,不但可強化台灣氣象界(作業與學術)與菲律賓之聯合研究,亦可提供災防單位應用。 本計畫因係跨國合作建置之氣象雷達站,於建置之前須進行可行性評估,包括建站型式、站址選定、電波測試、儀器設備、通信傳輸、後勤維護、作業模式等之具體建議,以提供我上級決策單位於菲律賓建置氣象雷達站之重要參考依據。 <br> Abstract: Taiwan and Philippine suffer the same disaster caused by the typhoons . The heavy rainfall and strong wind associate with typhoon make large area flooding and severe debris flow which will cause the lost of life and property every year. Many typhoons (1/3 )passed through Northern Philippines before attacked Taiwan., it is important to obtain more observation on this area and would be helpful for the initial condition of numerical weather forecast model. The Taiwan National Science Council and the Philippines Department of Science and Technology have proposed a cooperative plan on the meteorological observation over the northern Philippines. 15 surface weather stations will be build for this propose. A weather radar was also proposed to be build on the north of Philippines. The weather radar will extent the surveillance coverage of Taiwan weather radar network. The new radar can provide early typhoon information, and it can be used to provide timely warning and to reduce the loss of disaster. The proposal is for the feasibility analysis of this radar site. The project working items include : site survey, site environment, EM wave propagation environment, radar equipment, communication capability, logistics and maintenance, and operation modes.
