2023-01-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/652540目前的日本首相岸田文雄在組成內閣之後，就提出了「新型資本主義」、「數位田園城市國家構想」等兩個新的國家發展方向，並各自指派了專責的內閣大臣來處理。其中新型資本主義追求的是分配的平等，而數位田園城市則是要以數位科技發展日本地方社會。雖然這兩個構想目前尚未建立明確的計畫綱領與政治期程，但我認為，這裡可以看出地方創生的創新化導向正在發揮影響力。日本在未來幾年將如何藉由技術與社會創新重整鄉村發展態勢，並且適應疫情下的新社會生活狀態，是本研究計畫最主要的問題意識。這樣的提問方式也意味著，日本鄉村研究者必須要去留意近年來鄉村發展與地域營造的諸般實踐中所浮現的未來導向思維，也必須重視其始終存在著的物質與經濟面向，而不只是過去造町運動研究者所著重的鄉愁、認同政治或意識型態的文化建構。為了達到對於日本鄉村創新經濟實踐的整體理解，本研究將選取德島縣神山町的地方創生實踐和岩手縣紫波町的城鎮營造計畫作為主要的田野研究對象。本研究初期將先著力於收集相關的數據與統計資料，為之後入境日本進行海外移地研究做好充分準備。在2023 年則將利用寒暑假期間赴日，針對這兩個個案進行田野調查與比較民族誌分析。 The current Japanese Prime Minister Fumio Kishida proposed two new directions for Japan`s national development, "The New Capitalism" and "The Concept of a Digital Garden City State," and assigned specific cabinet members to handle them. The new capitalism pursues equality of distribution, and the one on the digital garden city is to develop Japan`s communities with digital technology. Kishida’s move is an extension of the ex-premier Abe Shinzo`s policy of regional revitalization. So, this research project aims to answer the following questions: How will Japan use technological and social innovation to reshape its rural region in the next decade while adapting to the new normal caused by the COVID-19 pandemics? That differs from former Anglophone researchers on the town-making movement of Japan in the last century, which focused on the national past, nostalgia, and nationalist ideology. Instead, this project suggests that studies on rual Japan should pay serious attention to the future-oriented thinking that has emerged in various rural development practices and must also analyze the material aspect of everyday rurality. In order to achieve an overall understanding of rural innovation practices in Japan, this study will select the case of Kamiyama, Tokushima Prefecture, and Shiwa, Iwate Prefecture, as the main field research sites. At the beginning of this research, we will focus on collecting data and statistics to prepare for overseas research in the second stage.
