2011-06-012024-05-16https://scholars.lib.ntu.edu.tw/handle/123456789/669822摘要：增進政府機關公務人員對於國內、外公部門中高階公務人員培訓制度最新趨勢的瞭解。藉由各國公部門推動中高階公務人員培訓制度之建構、運作現況及發展趨勢之經驗分享，瞭解各國目前針對中高階公務人員培訓之整體規劃情形，並深入瞭解各國如何發展培訓地圖、進行訓後成效追蹤評估以及如何落實訓用合一等實際作法，以使我國政府就相關培訓制度推動實務經驗及相關議題進行觀摩與探討，俾作為我國相關策略規劃之參考。 論文以下列為討論主題。 ‧因應尖端科技及綠能環保等世界趨勢之國外公務人才培訓之策略及作法。 ‧因應全球氣候變遷及複合式災難，國外公務人員培訓之相關制度及做法。 ‧國外高階公務人員特別管理制度、訓用合一及人才庫建立等相關理論與實務介紹，並對於我國落實高階公務人員培訓制度提供具體建議。 ‧國外高階公務人員培訓地圖之建構、發展策略及運作實況等經驗分享與檢討。 <br> Abstract: Conference paper topics cover the following dimensions: 1.Training strategy in dealing with global trend of advanced technology, green energy and environment protection. 2.Global trend and training institution in coping with global climate changes and multiple disasters. 3.Foreign SCS system, including training, appointment, and talent pooling.
