Specifically, Information technology is developing rapidly in the private sector. University libraries no longer are the sole institutions of information for teaching and research faculties. Competition from the private sector could reduce the importance of university libraries. To enhance the quality of library and information service, libraries have borrowed from business theory and practice in planning and evaluating library services. However, an area of business theory that has received relatively little attention in library science is organizational innovation. Reports in the business literature provide evidence that innovation is essential for both development and survival. In increasingly unstable times of rapidly changing information technology, university libraries can use the literature of innovation as well as that of planning and evaluation to shape better libraries. This study will explore key issues related to organizational innovation in libraries including the nature, the barriers, and the ways to adopt and implement innovative strategies successfully. This study will be conducted in two stages. The first stage of this study concentrates on reviewing various definitions and dimensions of “organizational innovation” used in previous theories and researches and collecting the empirical data in order to extract the relative critical incidents for questionnaire construction. Then the sampling survey will be applied to investigate university and college libraries in Taiwan. Also, the depth interview will be conducted in the second stage. The abundant first-hand data obtained by both questionnaire and depth interview and the measurement tool construction based on multiple sources will lay a foundation for the future study. Furthermore, the results of this study will be used to provide suggestions for solving relevant practical problems.組織創新行為組織創新創新大學圖書館organizational innovative behaviororganizational innovationinnovationuniversity library圖書館組織創新行為之實證研究--以臺灣地區之大學圖書館為例
