2014-06-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/674312摘要：社會發展政策關鍵指標之研究 摘要 隨著經濟、社會、人口、家庭結構的改變，我國近年來面臨許多新的挑戰與需求，為配合政府組織再造以及國家未來發展的需要，政府也進行部門的整合，成立國家發展委員會，其中社會發展處將負責我國社會發展政策的規劃，並就現行相關政策進行檢視，評估我國發展現況及需求，以提出具體政策，回應國家發展與人民之需要。 為評估我國發展現況及相關政策之效能，實有需建立具體客觀之關鍵指標系統，因此，本研究的主要目的在於檢視我國重要的社會發展相關政策，並根據這些政策的目的與目標，發展關鍵指標，使未來對於政策之考核與評估能有更明確、客觀的依據。本研究將根據近年已完成之社會發展相關指標研究，將其與當前國家重要社會發展政策進行連結，以有助於政策的評估與修訂。本研究採用之研究方法包括文件分析與焦點團體訪談法，首先分析相關政策文件及研究報告，以釐清政策之目的與目標，並參考國內外相關文獻，以建立政策評估之關鍵指標。此外，本研究團隊亦將進行焦點團體座談，邀請政府相關部門、社會團體與專家學者，就指標及相關政策提出意見與建議。 本研究將達成之預期成果主要包括：一、建構我國社會發展政策所需之各領域關鍵指標項目，並賦予各指標項目選定之理由及指涉意義。二、針對推動社會發展政策指標體系相關事宜，研提具體可行之建議。 <br> Abstract: The Research on Key Indicators for Social Development Policies Abstract With the changes in social, economic, demographic and family structures, the government is encountering many new challenges and demands in recent years. In order to meet the needs for restructuring government organisation and promoting national development, the government has implemented the integration of organisations and founded the National Development Council. Under the National Development Council, the Department of Social Development is in charge of the formulation of social development policies. It will review existing policies and evaluate the current situation of development and demands in Taiwan to respond to the needs of national development and people with specific policies. In order to assess the current situation of development and the effectiveness of relevant policies in Taiwan, it is crucial to establish an objective system with key indicators. For this reason, the aim of this research is to review important social development related policies in Taiwan and develop key indicators according to the goals and aims of these policies to make the evaluation of policies more explicit and objective. This research will be based on existing research on related indicators for social development and connect these indicators with current important social development policies to facilitate the evaluation and revision of policies. The research methods adopted in this research include document analysis and focus groups. This study will firstly analyse related policy documents and research reports to clarify the aims and goals of policies and review related literature to establish key indicators for policy evaluation. Moreover, the research team will organise focus group discussions and invite government officials, social groups, experts and academics to provide opinions and suggestions for indicators and policies. The results expected to achieve by this research include: first, constructing key indicators in various areas required for social development policies in Taiwan and confer reasons and meanings upon these indicators; second, providing practical suggestions for the implementation and promotion of social development policy indicator system.社會發展指標社會政策政策評估Social Development IndicatorsSocial PolicyPolicy Evaluation
