The authors examine the relationship between public R&D and industrial innovations in Taiwan using data encompassing 252 ITRI annual research projects and the survey on the characteristics of 5902 cases of transferred technologies within these projects. The authors develop a new index of innovative output to measure the monetary value of patents for research projects.
