2004-08-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/704304摘要:(一) 計畫中文摘要 本研究計畫係以美、日、德、韓、台灣和"其他國家"等六個國家群組歷年在美國所取得的發明專利資料、專利引證資料和相關R&D的資料,進行兩年期研究,探討有關研發、專利和國際知識外溢的相關課題。以下簡述第一年計畫之期中報告,和第二年計畫之研究內容: (1) 第一年度研究計畫期中報告: 執行第一年研究計畫至目前為止,我們已完成兩篇會議論文。 第一篇為鄭秀玲和Prof. Simona Sung合寫之“The Impact of Industry Structure and Public R&D on Patenting in Taiwan”一文,是有關1975-2001年期間台灣和G7國家以及南韓在研發、專利數和專利品質方面的跨國比較。本文已在2003年12月19日舉行之“2003國家科技政策與國家競爭力研討會”中發表,並已投稿Research Policy審稿中。 第二篇是鄭秀玲和張淑卿合著之"專利引證和國際知識外溢:以電子業為例"(投稿“經濟論文”審稿中),以計量模型分析美、日、德、臺、韓和其他國家之資訊電子業專利因相互引證所產生之知識外溢的流向和<br> Abstract: This is a second-year research proposal on R&D, patent, and international knowledge spillovers. The major purpose of the proposal is to examine the current status and the future potential of the innovation capability in Taiwan through analyzing the patents granted by U.S. Patent and Trademark Office among U.S.A., Japan, Germany, Korea and Taiwan in the last few decades. (1) Mid-term project reports of the first-year research We have efficiently completed two conference papers in the first year. The fist paper is “The Impact of Industry Structure and Public R&D on Patenting in Taiwan” written by Show-Ling Jang and Simona Sung. The second paper is “Patent Citation and Internaitonal Knowledge Spillovers: the Case of Electronics Industry” by Show-Ling Jang and Shu-Ching Chang. (2) The research proposal of the second-year research The following two tasks are investigated in the proposal: (2.1) Using the patent citations data, we plan to further investigate the diffusion patterns and speed of international knowledge spillovers for the industry of information and communications technology among USA, Japan, Korea and Taiwan during 1975-2003. In particular, we focus on how the learning path of Korea and Taiwan from the advanced countries proceeded. (2.2)We plan to research persistency by several newly-developed indexes among USA, Japan, Korea and Taiwan during 1975-2003. It is expected that the empirical results in the study not only can evaluate the innovation capability of Taiwan globally but also can provide the helpful policy implications to the associated government sectors on the science and technology policy and R&D policy.
