2019-01-252024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/677904摘要：本年度計畫為延續水環境巡守隊之經營輔導策略與強化區域經驗交流，工作項目共計4項：1.研提民眾參與水環境守護之策略。2.推動水環境巡守隊管理經驗交流與活化組織運作。3.推動水環境守護政策與生態監測技術應用。4.推動全國水環境巡守隊參與水環境污染整治及辦理管理評核，及其他相關工作。 為使縣市環保局了解並討論年度之發展重點與管理方向，於計畫初期召開全國工作坊會議進行交流；安排北中區15縣市之巡守隊經營訪查及6場次之優良巡守隊頒獎暨座談會，藉此了解各縣市水環境巡守隊發展策略及現況，依各縣市地區特點提出相關建議；為促進縣市間巡守隊的經驗交流，將辦理2場次分區水環境巡守隊經營管理研討會以及1場次北中跨區交流工作坊。另，本年度將召開1場次重點河川民眾參與跨與交流會，分享地方水環境守護及相關經驗，以提供各隊伍了解全國巡守隊地方特色及現狀。 河川保育中心於本年度計畫持續推廣河川生態監測活動，於北區縣市選定特定巡守隊及流域進行河川生態監測教育與實作，增進巡守隊生態調查相關知識背景與執行能力；針對去年所挑選之種子隊伍持續進行輔導；並於中區辦理河川生態監測示範教學活動，推廣河川生態監測之技術。 <br> Abstract: The theme of the year is “experience exchange”, to continue management assessment strategies and strengthen regional experience for the river patrols. To achieve the goal, the works can be divided in four parts: (1) Promoting diverse strategies of public participation in water management, (2) Enhancing the experience exchange and business communication the river patrols, (3) Assisting in the promotion of the river patrols protection policies and ecological monitoring technologies, (4) Promoting the river patrols to participate in water environmental pollution remediation and conduct management assessment. To elaborate on the goals to with the local governments, the annual workshop was held. To understand the situations of local public participation, government officials of 15 counties and cities will be interviewed and suggestions will be proposed to deal with local problems. Encouraging volunteers who dedicated themselves, 10 teams which are the most outstanding will be awarded. The main goal of public participation is to gathering people and provides platforms to communicate, thus local water environmental conferences are held to collect ideas and suggestions. In addition, to improve local people`s understanding of the current status, development of rivers and relevant experience, the focal rivers meetings will be held . To promote the ecological monitoring activities consistently in the project, the River Conservation Center river selects specific river patrol and river basins to conduct river ecological monitoring education and implementation.
