2015-04-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/705449摘要：在知識經濟時代，創新科技的發展已經被視為國家與經濟發展的良方與提升國際競爭力之利器。在此種趨勢之下，如何以有限的政府資源，強化及建全科技治理體系及知識創新價值體系是相當重要的課題。台灣過去在新科技研究發展及應用有豐碩成就，也投入很多資源於科技政策研究，然而科技發展快速成長，各國競爭日益激烈，政府如何有效的制定科技政策、培育與引進高階科技人才以及提升科研機構的國際競爭力將會是重要的議題。有鑑於此，本計畫研提「科技人才、機構與政策發展策略」之構想，作為後續政策上推動之參考。除此之外，透過本計畫之研究議題設定，推動科技社群的建立，就國家重大科技政策議題提出建議，以提升我國整體科技發展能力。<br> Abstract: In the era of knowledge economy, innovative technology development has be seen as a critical role in economic growth and competitive advantages for nations. Under such a trend, how to strengthen the technology governance and knowledge creation system in limited government resources is an important issue for nations. Over the several decades Taiwan has invested a lot of resources in S&T policy research and had fruitful achievements in technology innovation. However, because of the rapid growth of technological development and increasingly national competition, how to develop S&T policy effectively, cultivate technology talents and enhance the international competitiveness of the S&T policy development institutions is important for nations. Hence, the objective of this project is to review the status quo of the S&T policy cycle and identify the most serious problems about the cultivation of technology talents, the development strategy of technology research institution and the technology policy planning and implementation in Taiwan.
