2013-08-022024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/664509摘要:細懸浮微粒(PM2.5)因其粒徑小於2.5 微米容易經由呼吸作用深入呼吸系統,對人體健康可能產生不良影響。流行病學研究發現PM2.5 會使總死亡率、呼吸道疾病死亡率和心血管疾病死亡率增加,因此必須對PM2.5 的濃度訂立一標準,並藉由對排放源適度的規範以維護民眾的健康。然而,欲達到空氣品質標準,需要透過各種管制策略的執行;而其成效如何,需要透過一完整可信的評估架構與流程進行評估。根據歐盟及美國的空氣品質評估經驗,完整的評估需要有管制的策略、空氣模式、健康影響評估與影響價值評估四個基本程序。因此,本計畫擬透過文獻回顧與效益評估方法篩選,建立我國空氣品質效益評估流程,並進行我國細懸浮微粒空氣品質標準效益評估實證研究。本計畫書的章節,首先進行簡要的文獻回顧,以初步掌握國際間與國內在PM2.5 空氣品質管制的規範與設計、所運用的空氣擴散模式、PM2.5 的健康影響,以及影響的貨幣化評估,以做為本研究進行的基礎。其次,簡述效益評估模式的選擇作法;最後,提出本研究的主要工作項目與預期完成的目標。<br> Abstract: The effects of inhaling particulate matter that have been widely studied in humans and animals now include asthma, lung cancer, cardiovascular issues, respiratory diseases, birth defects, and premature death. In particular, particles smaller than 2.5 micrometers, PM2.5, tend to penetrate into the gas exchange regions of the lung causing more serious damage. In order to protect the health of people, the government has the responsibility to maintain a healthy environment by take suitable actions. However, how do we know the cost and benefit of these measures? It needs a complete framework and coordinates different disciplines to evaluate the effects of air quality control measures. The purpose of this research is to establish a correct and complete procedure in air pollution control evaluation, especially in benefit part. The research procedureis as follows: First, by reviewing and analyzing the Environment Action Programme(EAP) implemented by EuropeanUnion and US EPA’s Regulatory Impact Assessment (RIA) documents regarding air control measures, especially in PM2.5, we will have benefit evaluation models for us to choose, consequently, by specific form of expert discussions, we will determine the qualified model for air pollution control evaluation. Finally, following the procedure determined in previous stage, the research will conduct an empirical study on PM2.5 control benefit evaluation. Therefore, this project proposal follows the research procedure by proposing some simple literature review on air pollution control strategies in different nations, air pollution diffusion model, health impact of PM2.5, and monetary evaluation method.
