2005-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/689866摘要:清代台灣頗多隱田, 未經官方登記的土地只能以民間私人的力量來維護財產權。 日治初期的土地調查與隨之施行的土地登記制度, 將土地產權清楚列於土地台帳上, 並以公權力維護之, 台灣的土地所有權由此嚴格納入法制之中。 經濟學家與法律學者都肯定財產權制度化之價值, 但若要以數量資料做為該價值的證據, 卻非易事; 本計劃即擬做這方面的嘗試。 財產權的鞏固化意謂土地價值的提高, 故若其他因素不變, 台灣的土地價格將於土地登計制度施行之後上升。 本計劃第一年將搜集日治時期小租料、土地收益、公課與土地價格方面的資料, 撰寫論文介紹台灣土地制度的變革, 如登記制度、廢大租、租稅改正等, 並整理出包括時間別與地方別之土地價格與其相關資料, 以供學界使用。 第二年將利用此套資料來檢定在土地登記制度施行之後, 土地價格的決定方式是否出現了結構性的轉變。 <br> Abstract: In Ching Dynasty, there were a lot lands hidden unregistered. For these lands, the owners could only endeavor to protect their ownership by private force. At the beginning of the Japanese colonial era, the governor conducted a thorough land survey, and started to implement strictly the land registration system when the survey was finished. From then on, the land ownership was clearly recorded in the official register, and hence protected by public enforcement. Though economists and law scholars have long acknowledged the value to establish and to protect property rights, there still lacks quantitative evidence to support their hypothesis. This is what we attempt to accomplish in this project. Once the property right is well defined, the land value should increase. So we predict an increase in Taiwanese land price after the registration system was implemented, ceteris paribus. In the first year of this project, we shall collect data about rents, harvest value, land tax, and land prices. We shall write an essay to discuss the relevant institutional changes in the colonial period, including registration system, abandonment of big landlords (Tao-Tsu), land tax reform, etc., with an appendix to list all our collected data, classified by both time and local regions. We wish the presentation of this new data set serves good use to scholars for future research.
