2017-01-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/649981摘要:颱風豪雨所引致之淹水災害已經是造成臺灣地區人民生命及財產損失主要天然災害之一。為降低颱風豪雨所引致之淹水災害,水利署製作全臺第二代淹水潛勢圖資且公開民眾查詢,並陸續推動全臺各縣市的第三代淹水潛勢圖資的繪製工作,目的是提高淹水潛勢圖資之準確性。101年及102年間,又制訂「水災危險度、脆弱度與風險圖製作技術手冊(草稿)」,淹水潛勢圖資被引用加值繪製成水災風險地圖,其強化洪災研判分析能量。此外,水災風險圖資應用服務系統於104年開始發展,第二代全臺淹水潛勢圖資、已完成部分縣市的第三代淹水潛勢圖資及水災風險圖資,皆完整建置於系統資料庫,提供便利的查詢系統,增強防災工作上的效率性。然而,已沿用多年的「水災危險度、脆弱度與風險圖製作技術手冊(草稿)」,在應用於實際防災應變時,發現有若干地方需要檢討與更新。因此,本計畫將詳細檢討原手冊規範之內容,並針對既有水災危險度、脆弱度與風險地圖之製作技術進行更新,包括:水災危險度評估納入機率因子、水災脆弱度評估考慮自主防災社區因子,以及提出水災危險度與水災脆弱度的絕對分級方法。完成製作技術更新工作後,應用新水災風險圖資之製作技術,繪製各縣市新版水災風險圖資,並選取適合研究案例,分門別類地(有無考慮降雨因子、有無考慮自主防災社區因子、絕對分級與相對分級)與舊版水災風險圖資,進行對照分析。服務系統方面,新水災風險地圖製作技術的運算方式及以新技術繪製而成的相關圖資,都將一併更新至系統資料庫。另外,服務系統將增設除水災風險圖資之WMS、WFS等網路服務功能,還有介接中央氣象局之降雨觀測及預報產品,即時產製並輸出淹水潛勢圖資及水災風險地圖之功能。期望水災風險圖資應用服務系統,平時可讓使用者更便利於應用圖資,以各類條件進行交互查詢及相關圖資產出;另在颱洪防災應變期間,提供更有效率、更實務的資訊,作為政府相關水利單位決策之參考資訊。<br> Abstract: The flooding disasters induced by typhoon torrential rain has become one of the most catastrophic natural disasters that causes life casualties and losses of property in Taiwan. To mitigate the flooding damages caused by typhoon torrential rain, the Water Resources Agency of Taiwan has publicized the second edition of inundation potential maps of all Taiwan in recent years. The developments of the third edition of inundation potential maps have been proceeding to enhance the accuracy of these maps since 2014. In 2012, the inundation potential maps were added value to produce the flood risk maps, and the manual of flood risk assessment was issued. In addition, the service platform of flood risk map has been started developing since 2015.However, after years of practices in flood protect management, few flaws were found in the manual of flood risk assessment to be adjusted and modified. Therefore, this project aims at renovating the content in the manual. This project will carefully review the producing techniques for flood hazard maps, flood vulnerability maps, and flood risk maps, and modifies the regulations of flood risk assessment. After the modification, the new forms of flood risk maps can be established, and these new maps will be compared to the old flood risk maps.For service platform, the all new flood risk maps and their new computing methods will all be updated to the system and data base. Also, this project will develop several new functions in the system.
