2009-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/688239摘要:戰後初期的土地改革包含三個階段,三七五減租、耕者有其田及公地放領。這個土地 改革是屬於管制經濟的一環,把原來日治時代較自由放任的市場經濟制度變為政府管制 的制度。經濟學告訴我們管制經濟會降低效率,但是卻有不少人主張三七五減租提高了農 場的經營效率。因此,本計畫首先要討討三七五減租對農場經營效率的影響。我們將使用 技術效率、配置效率及益本比三個指標,衡量農場經營效率。接著,要分析三七五減租是 否為一個均衡的地租,如果不是的話,是如何訂出來的。因為日治時代水田地租率高達 50%,有許多人主張這樣的地租過高,但是本人的研究發現這個論點不為實際資料所支 持。那麼,如果日治時代地租並未過高,為何戰後初期要降低地租率呢?是否為了進行所得 重分配,因此本計畫也要分析三七五減租的所得重分配效果。<br> Abstract: The postwar land reform included three stages: threesevenfive rent reduction, landtothetiller and thesaleofpubliclandtotheirincumbenttenants. This land reform belongs to one of the government regulation which changed the free market system in Japanese colonial period into a regulated one. The economic theory tells us that the government regulation will lower the economic efficiency, however, there are a lot of scholars assert that the land reform raised the efficiency of farm management. Thus, this project first likes to discuss the effect of threesevenfive land reduction program on the efficiency of farm management.Then,we plan to analyze whether or not the threesevenfive rent rate a equilibrium rent.If not, how was it decided? Because in the prewar period, the rent of water land was about 50% of its harvested amount,but many people claim that this level of rent was too high, which is contrary to my research result. If the rent of the prewar period was not too high, why was the government in postwar period would perform the land reform to lower the rate of the rent?The possible solution may be to launch the income redistribution.Thus, this project also like to analyze the effect of the threesevenfive land reduction program on the redistribution of income. 表戰後土地改革的重新評估
