2009-08-012024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/647477摘要:深入了解「小型/在地組織」進入政府契約委託架構的治理困境與因應之道,並相應進 行制度變革、提供能力建構資源,不僅可以有效提高民間社會服務的供應量,豐富、多 元化採購者與服務使用者的選擇機會,建構一個完善的社會福利服務輸送體系,更能營 造出一個百花齊放的公民社會。因此,本研究計劃透過檔案文件法、半結構式深度訪談 與焦點團體等研究方法,具體呈現台灣小型/在地社會服務組織身處當前社會服務契約 委託制度下的經驗與觀點,描述與分析小型/在地非營利組織在發展與政府的社會服務 契約委託夥伴關係時所經歷的治理困境及其因應,並對小型/在地社會服務組織的策略 規劃與組織發展提出具體建議,也對政府部門充權小型/在地社會服務組織及構築成功 的契約夥伴關係提出具體建議。<br> Abstract: Having “insufficient suppliers” has long been a fundamental problem with Taiwan’s contracting of social services. Identifying the governance dilemmas and coping strategies for “small/community-based organizations” within the contracting framework will not only increase the number of suppliers, provide choices to purchasers and users, but also help establish a comprehensive welfare service delivery system and a more prosperous civil society. The research will employ archival-based analysis, semi-structured in-depth interviews and focus groups to identify the management dilemma faced by small/community-based organizations and to explore these organizations’coping strategies.
