2015-01-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/706332摘要：學術研究為國家創新的基石，掌握學術研究動能有助於了解我國基礎研究之競爭力及特性。本研究擬藉由學術能量資料庫的建置，整合多樣學術著作相關資料源，以深入探討我國研究的競爭力。此外，我國學術論文在產出量上頗具效率，但過去學者多指出學術影響力及應用性有待提升，本研究將分析各領域發表特性，除現有指標外，提出觀測學術影響力及應用潛力的方法，以引導學術研究評估正向發展，避免落入僅重視論文發表量之窠臼。本研究內容包括1.學術能量競爭力評比。藉由國家以及學門領域各層次分析來呈現我國學術研究競爭力。2.定期追縱學術產出各面向表現，獲得全面及即時的學術統計資訊。3. 建立科技人力以及全球學術產出串接之資料庫。4.進行研究人才流動分析，掌握我國近年研究人才流動現況，並了解研究人才流動與學術研究產出質量之關係。5. 特色指標建構。藉由各領域發表特性分析，提出觀測論文之影響力及應用潛力的方法，並開發期刊學者影響力評估方法，以補充傳統使用被引用次數為基礎的指標的不足之處。本研究擬以定期及長期規劃方式，提供政府決策部門客觀資訊，以做為科技政策制定參考，有效掌握台灣學術發展利基。<br> Abstract: Academic research is the cornerstone of national innovation, and thus understanding the competitiveness of the basic research is important. This study attempts to integrate multiple data sources through the establishment of the academic capability database. This study will conduct an in-depth exploration of the competitiveness of Taiwan’s academic research. In addition, although the volume of output of the academic research in Taiwan is considerably high, many scholars have pointed out that the academic impact and the applicability of the academic research should be improved. On this account, this study will analyze the characteristics of the academic research published in various fields and provide the approaches of observing the academic impact and the potential of applicability other than the existing indicators in order to lead the assess of academic research to a positive development and avoid from only paying attention to the amount of academic research published. This study includes: 1) Assess of academic capability and competitiveness: Present the competitiveness of Taiwan’s academic research through the analysis of academic research of all levels in various fields. 2) Regularly update the performance of academic output in each field to obtain comprehensive and real-time statistical information. 3) Establish the databases that integrate the human resource profiles and the global academic output. 4) Analyze the flow of talented researchers to have an understanding of the current status of Taiwan’s talent flow in recent years and further analyze the relationship between the flow of talented researchers and the quality of academic research output. 5) Construction of the index of research characteristics: Provide the approaches of observing the academic impact and the application potential and develop the approaches of assessing the academic impact to supplement the shortcomings of the traditional index based on citation numbers. This study intends to provide objective information to government decision-making departments on a regular and long-term basis as the reference for the formulation of science and technology policies based on the full understanding of the niche of Taiwan’s academic development.學術研究評估研究人才特色指標academic impacthuman resourceacademic index
