2005-03-182024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/701966摘要：近年來，愛滋防治與人權的議題引來自政府機構、醫療、法律、倫理與社會團體的熱烈討論與爭議，政府單位也試圖透過相關法規的制定來進行愛滋防治的工作。這樣的作為，使得愛滋防治如何兼顧人權問題的議題成為持續關注討論的焦點。然而，愛滋防治與人權議題中蘊含的醫療、社會、倫理、人權與法律等爭議，也使得愛滋防治與人權保障的問題始終並未平息，這可在不同論點的爭論，以及相關社會團體的反對意見中略窺一二。 儘管歷年來，不乏以愛滋防治與人權為主題的座談會、研討會與公聽會，但這類形式的討論卻往往是專家學者、利益團體針鋒相對的場合，甚至也有學者專家表示這些會議其實每人發言的時間都很短暫、倉促，更缺乏意見的交換(與會者經常都有強硬的立場)；此外，則有論者指出過去的相關討論經常都是「沒有主角」的討論場域，我們看不到受到法律影響的民眾為自己發聲，而只是由許多立場鮮明的學者以過於理論與先驗的角度進行論辯。 因此，本計劃透過「公民共識會議」(Consensus Conference)的方式，針對愛滋防治與人權的議題進行討論，讓民眾在對愛滋防治與人權議題獲得基礎知識後，於會議間進行知情(informed)和理性的意<br> Abstract: Recently, the "AIDS Prevention and Human Right Protection" is a critical issue. The Government intended to conduct the AIDS prevention by law making. But, the related voice opportunity did not include the perspectives deriving from the lay public.This project attempt to discuss the AIDS Prevention and Human Right issue by holding a consensus conference. We believe after getting the basic information, the lay people can discuss reasonably and informedly.
