柯承恩臺灣大學：商學研究所碩士在職專班會計與管理決策組林明政Lin, Ming-ChengMing-ChengLin2007-12-032018-06-292007-12-032018-06-292005http://ntur.lib.ntu.edu.tw//handle/246246/63819從2008年起，籌獲機構(甲方)要求籌獲供應商(乙方)通過CMMI ML3評鑑已經是資訊系統籌獲作業的必然趨勢，然而在甲方一面倒地要求乙方符合國際標準規範之同時，對於甲方籌獲行為要求的另一國際標準規範CMMI-AM適時推出，讓甲乙雙方在籌獲作業上有了一個平衡機制。本研究探討CMMI與CMMI-AM等國際標準規範，對資訊系統籌獲決策之影響；透過相關文獻探討及個案分析，整理出資訊系統籌獲決策流程。本研究發現現有的政府採購法及相關子法對資訊系統籌獲作業已經做了相當豐富的規範，不過由於疏於推廣宣導及教育訓練，甲方籌獲作業人員仍然避重就輕，以致錯誤百出。本研究因此提出修訂現有政府資訊系統採購作業手冊之建議，讓資訊系統籌獲作業能夠遵循國際標準規範，從而進軍國際市場。It is the inexorable trend by 2008 that the supplier (Party B) is demanded by the acquisition organization (Party A) to obtain the CMMI Maturity Level 3 appraisal in the acquisition of information system. While Party A is requiring Party B to accord with CMMI international standard on one side, there is another international standard CMMI Acquisition Module (CMMI-AM) to Party A, it is the first time to let both sides in the acquisition have a balanced mechanism. A study of international standard in CMMI and CMMI-AM, and its influence of decision on information system acquisition, through relevant documents and the case study, obtain the decision process in the acquisition of information system. By discovering that there has already done quite abundant norm to the acquisition of information system in existing government's law of purchase and relevant sub law, but negligent of promotion and education and training, Party A is still shirked the heavy work and choose the light by acquisition personnel, full of mistakes.
