2005-08-012024-05-18https://scholars.lib.ntu.edu.tw/handle/123456789/704616摘要:根據行政院經建會推估,台灣地區的老人人口比例將在民國107年時超過14%,正式進入「高齡化社會」,這種劇烈的人口變遷勢將衝擊著台灣社會的因應能力。從經濟安全的角度來看,老人的所得隨著老化而「所得漸減」,但老人的健康卻隨著老化而「健康日頹」,早年所累積的經濟資產將會有耗盡的一天,最後只好仰賴政府的社會救助。在缺乏老年年金制度的設立,老人貧窮的人數規模勢將隨著老人人口比例增加順勢而升,必然挑戰台灣現有的社會福利制度之負擔和設計。 觀諸現有的老人經濟安全研究,大多運用定期家庭調查的資料庫來描述老人家戶中各項所得與消費的比例分配、一般民眾從事老年準備的情形、低收入戶中的老人家戶分配等,所獲得的研究成果尚難涵蓋盡老人經濟安全的多元形貌與長期動態。而有關老人國民年金的論文著作,大多取材自歐美國家的社會安全制度經驗與模型,偏重意識型態上的辯證,較少立基於實證或基礎研究的成果論述,難以知會有關老人經濟安全公共政策的長程規劃。既然,老人經濟安全之保障是台灣邁向高齡化社會過程中無可避免的結構性社會需求,相關的基礎研究與理論建構亟待建立發展。 本研究就是要以西元2025年的台灣地區之政治、經濟與社會狀況<br> Abstract: According to the Census, older persons in Taiwan are estimated to account for 14% of the whole population in 2018. Taiwan then will join the other European nations becoming a newly aging society. Population aging may be seen as a human triumph of medical advancement, but the vast increase in older persons raises many challenges concerning the sustainability of families and the ability of state and community provided for the aging population. A strong trend of emphasizing economic growth, Taiwan has long time been reluctant to establish social security systems for older citizens. Expected risks in low income and poor health along with aging, older persons will consume up their life time saving and assets eventually. Some of them would inevitably have to rely on public assistance to maintain their economic subsistence, which then would build up a heavy burden on the existing social welfare system in an aging society. Much literature on the issue of old-age economic security up to date, using several cross-sectional data sets on family income survey, has described the pattern of income and consumption among older persons, the extent of older persons in the poor population, and the strategies for managing economic risk in old age. However, the studies were limited in addressing the long- term dynamics of economic resources and the social exchange across generations, between state and market in an aging society. In discussing the issue of public pension system, much debate concluded what kind of public pension systems the society needed drawn from either the ideology of European welfare state or the logic of American social security system, but little based on evidence-based studies or local wisdom. Since providing economic security for old persons is an evitable structural demand in an aging society, using social technology is called for to engaging with more evidenced-based studies and developing economic risk management model or tools to inform future policy design. Setting up the context of the study in the year of 2025, the aim of this study is to explore and organize a possible list of needed evidenced-based studies and risk management models that could address the issues of old-age economic security in an aging society.
