2011-04-292024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/665145摘要:隨著氣候變遷、人口成長、都市化發展與產業結構之改變,導致全球水資源匱乏、生活及工業用水需求量逐漸增加,使得全世界積極地尋找新興的水資源,其中廢污水的回收再利用尤其受到矚目。台灣受到地理環境的影響,不易保存水資源以及枯水季過長,因此許多相關研究嘗試利用都市污水處理廠之放流水、工業廢水處理廠之放流水以及農田排水加以回收再利用,作為穩定可靠之水源,不僅可提升水資源利用效益,同時減輕傳統水資源受水文氣象條件影響之風險,並落實水資源有效循環利用。為達成台灣地區總供水量200億立方公尺之政策目標,除須執行總量管制措施以降低用水需求外,同步應尋求替代性新興水源,以因應傳統水源開發越顯困難之現況,並滿足各標的用水需求之增長。若能妥善加以回收再利用,即可減少對原水之需求與依賴,將可提高區域供水穩定性及餘裕量。 本計畫根據工作項目規畫其流程如下,(1)首先針對國外(美國、日本、以色列、澳洲、新加坡與中國大陸等)監測機制及法令規範資料蒐集;國內既有水資源系統之監測管理機制彙整與分析。(2)實地了解國內取用與取供模式之水再生案例,並將本計畫建立之再生水水質監測技術與制度運用於國內既有水再生系統進行案例分析。(3)本計畫將再生水系統分為六大階段(取水、輸水、處理、配水、儲水及用戶),探討各階段對再生水系統產生之可能潛在風險,列舉再生水水源與用途所需管理水質項目並且提出控管、監測與應變等相關措施。另外調查線上水質監測技術現況,研析應用實務與數據可靠度。(4)針對再生水系統提出監測查核表及申報表,以完成供水安全性申報及查核,並且提出檢驗認證機制與事權組織網絡之規劃與建議。本計畫亦評估再生水檢驗納入我國既有公告水質檢驗方法之可行性。 本計畫將建立完善的再生水監測及管理機制規劃與評估,以利管理單位或政府機關能適時了解並有效的控管再生水系統,以達到再生水運用之安全無慮的宗旨。<br> Abstract: Because of changing climate, growing population and urbanization, there has been a shortage of global water resource and increasing water demand in municipals and industries around the world. The entire world is engaging in searching new water resource; reusing and recycling wastewater has thus received significant attentions. In Taiwan, because of the geographical features, dry seasons are long and it is difficult to conserve water. Consequently, many researches have been done to reuse the discharge of the farm and effluents of municipal and industrial wastewaters to increase the efficiency of water usage, at the same time, to reduce the water scarcity problem caused variation in weather and hydrological reasons. In order to reach the goal of having 200 billion cubic meters of total water supply in Taiwan, it is important to have total load control as well as to look for alternate water resources for different purposes use of waters. Effectively recycle and reuse water would result in reducing fresh water demand and in increasing stability and remnant of water supply. This project includes the following 4 major tasks(1) Existing monitoring schemes and guidelines from USA, Japan, Israel, Australia, Singapore and China and existing relevant regulations of water resources in Taiwan will be collected. (2) Existing water reuse cases in Taiwan will be examined. (3) The water reuse system will be divided into six stages (intake, transportation, treatment system, distribution, storage and end user) and discussed for their potential application, human health and ecological risks. (4) At the end, water reuse monitoring guidelines (including water quality testing parameters, frequency and locations) and managing systems (including reporting, auditing, permitting and regulations) will be proposed to ensure a safe reuse of water. In addition, existing online water quality monitoring techniques/systems will also be investigated and evaluated for future monitoring purposes.
