2004-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/686926摘要:非典型工作安排的興起,可說是近來勞動市場結構以及僱傭關係所呈現出來最根本且最激烈的轉變。由於這類工作安排所具的不安定性,工作條件通常較差,且無適用法律可以規範,各界關心人士日增。其中頗為獨特的是人力派遣工作,因為這種安排涉及了派遣勞動、派遣業者與使用公司這三個角色的複雜三角關係。本研究因此擬針對國內頗受爭議的人力派遣產業進行制度上及施行實務上的探討,一方面提升我們對該產業的瞭解,另一方面則藉以瞭解人力派遣如何重塑僱傭關係與企業管理政策。 本計畫將先從派遣業者與使用公司這三角關係的兩端來著手,也就是先從雇主的角度來切入問題的探討。研究者將主要問題歸結到三個主題,並由這些主題導引出本研究的主要目的。首先是透過問卷調查以及全國性的調查資料,來探討國內人力派遣業的制度安排、產業發展與未來展望。其次是廣泛的利用各種來源的資料來探討人力派遣市場中所出現的、種種的顛覆傳統僱傭關係的現象,並深究其對勞動市場結構所造成的衝擊。再者,則是了解派遣人力的管理現況,並探討管理責任歸屬上的含混性可能對派遣勞動造成何種影響,進而釐清人力派遣與人力資源管理制度之間的關係。 <br> Abstract: The rise of non-standard work arrangements is the most radical change in labor market structure and employment relationship. Due to job insecurity, worse work conditions, and lack of legal regulation of such work arrangements, public concerns increase. Among the non-standard works, labor dispatching is one of the most unique one because of its complex triangular relationship implicating dispatching labor, dispatching agency and client firm. This research intends to study institutional arrangements and practices of the controversial labor dispatching industry in Taiwan. On the one hand, we are looking for a better understanding of this industry; on the other hand, we would like to understand how this industry has reshaped the employment relationship and human resource management within organizations. I try to study the triangular relationship from two angles of it, i.e. from the dispatching agencies and the client firms. The main purposes of this research are derived from three themes: First, I plan to study institutional arrangements, industrial dynamics and future prospect of the labor dispatching industry by conducting a nation-wide survey and analyzing existent survey data. Second, it is essential to explore various developments that reshape the traditional employment relationship and to study the impact of these changes upon the labor market structure. Third, this research intends to understand the human resource management practices of managing the dispatching labor, and to investigate the impact upon the dispatching labor due to ambiguity in management responsibility.
