2011-08-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/680560摘要:東亞區域調查計畫承擔「亞洲民主動態調查」區域總部的功能。本子計畫的研究任務有五:(一)定期在亞洲各國針對公民的政治價值、政治支持、政體表現與治理品質評價及政治參與進行同步調查,(二)定期針對亞洲民主化經驗發表研究成果與舉辦國際學術活動;(三)為亞洲開發中國家培養社會調查研究、民主化研究以及相關領域人才,並逐漸凝聚亞洲地區的民主研究學術社群;(四)提供亞洲民主動態調查數位資料庫供學術界、政府機關、國際組織、民主支援機構、市民社會團體、新聞媒體等各界使用,全面發揮知識推廣功能(五)協同「全球民主動態調查」計畫,收集與建構全球範圍的民主發展與治理品質指標,並定期與「國際民主與選舉支援機構」以及「聯合國開發總署」等政府間國際組織合作發表權威性的調查研究報告。本計畫對亞洲的民主轉型、鞏固與運作的經驗進行系統性研究,研究架構同時納入比較政治理論的四個典範:「現代化/後現代化理論」、「新制度論」、「政治文化理論」,以及「理性選擇理論」。亞洲的民主經驗可對上述研究典範提供重要的理論檢證機會,也提供了東亞學者與歐美學者在理論對話上的重要契機。 下一波的區域調查計畫將深入探討「東亞例外」(East Asian Exceptionalism)的理論爭論。分析傳統文化、國家機構治理能力、經濟社會現代化,以及國際環境等因素對東亞政體轉型的影響,尤其是解釋為何各種類型的「混合政體」(hybrid regimes)與威權政體依舊在東亞區域內佔據優勢,為何這些半民主或非民主政體展現出強韌的適應經社變遷與外來衝擊之能力,以及釐清這些政體正當性的來源是否與民主政體顯著不同。 本計畫預定在未來五年的前半期完成下列具體研究工作:(1)整理與分析前三波亞洲民主動態調查資料,發展跨國與跨層次分析研究策略,以及規劃亞洲調查團隊的共同寫作與出版計畫;(2)與南亞團隊合作啟動第二波南亞地區民主動態調查;(3)籌備第四波東亞地區民主動態調查,設計新一波區域調查的核心問卷,進行新設計題組之前測與測量品質檢定(4)架設與維護計畫網頁,負責跨國資料釋出作業,更新與擴充亞洲民主動態調查的線上資料庫。 在未來五年的後半期完成下列研究工作:(1)推動東亞與南亞地區的比較研究與共同出版計畫;(2)執行第四波東亞地區民主動態調查,協調跨國調查時程、督導各國抽樣設計與訪問品質管理;(3)整理與分析第四波亞洲民主動態調查資料並發表初步研究成果;(4)籌備第三波南亞地區民主動態調查;(5)架設與維護計畫網頁,負責跨國資料釋出作業,更新與擴充亞洲民主動態調查的線上資料庫。<br> Abstract: The Asian Barometer Survey Sub-Project provides headquarters operations for the Asian Barometer Survey (ABS), and also acts as the regional partner for the Global Barometer Surveys (GBS). The project has five main responsibilities: (1) to carry out coordinated surveys at regular intervals designed to measure citizens’ political values, political support, evaluation of regime performance and quality of governance, and political participation; (2) to publish research results and organize international academic activities based on East Asia’s experience with democratization; (3) to develop expertise in social survey research, democracy research, and related fields in developing countries in the region; (4) develop an electronic dataset for use by researchers, government bodies, international organizations, democracy advocacy groups, civil society groups, and the media in order to further disseminate research findings; (5) work in coordination with the GBS to construct a global indicator of democratic development and quality of governance, and provide authoritative reports to intergovernmental organizations such as the International Institute for Democracy and Electoral Assistance and the United Nations Development Programme. The project carries out systematic empirical research on democratic transition, consolidation, and operation in Asia. The research structure incorporates four main paradigms in comparative politics: modernization and post-modernism, neo-institutionalism, political culture theory, and rational choice theory. Asia’s experience with democracy offers an important opportunity to reevaluate these paradigms, and in addition provides the opportunity for East Asian and Western scholars to engage in theoretical dialogue. The next wave of the survey will incorporate the debate on East Asian exceptionalism. It will analyze the impact of traditional culture, state institutions, socioeconomic modernization, and the international environment on the process of transition in Asia. In particular, it will examine why various types of hybrid regime still dominate the region. It will ask why semi-democratic or non-democratic regimes in the region have been able to adapt successfully to both socioeconomic change and pressure from outside. It will also attempt to clarify whether these regimes have very different sources of legitimacy to democratic regimes. In the first half of the five year project, the following research objectives will be achieved: (1) clean and analyze data from the third wave survey, develop cross-national and cross-level research techniques, and plan joint publications; (2) begin the second wave of the South Asian Barometer Survey (SABS) in collaboration with the South Asia research team; (3) make preparations for the fourth wave of the ABS, design core questions for the new wave, and coordinate pre-testing; and (4) design and maintain the project website, disseminate cross-national data, and expand and update the ABS online databank. In the second half of the five year project, the following research objectives will be achieved: (1) work on a common publication plan for the East Asia and South Asia regions; (2) carry out the fourth wave of the Asian Barometer Survey, coordinate research schedules, and oversee sampling design and interview quality control in each country and region; (3) clean and analyze data from the fourth wave of the Asian Barometer Survey and publish preliminary research findings; (4) make preparations for the third wave of the South Asian Barometer Survey; and (5) design and maintain the project website, disseminate cross-national data, and expand and update the ABS online databank.東亞南亞民主化調查民主品質價值變遷公民政治East AsiaSouth AsiaDemocratizationSurveyQuality of DemocracyValue ChangeCitizen Politics子計畫一:亞洲民主動態調查區域調查計畫
