2017-01-012024-05-15https://scholars.lib.ntu.edu.tw/handle/123456789/664978摘要:近年來由於科技的進步,及為促進漁業資源的永續利用,國際漁業組織對於公海漁業資源資料的蒐集,要求水準愈來愈高;而根據國際上的試驗結果顯示,利用電子觀察員可以減輕經營成本與人工觀察員的工作負擔,並讓資料蒐集更加便利與完整。本計畫擬參考國內外電子觀察員的使用經驗,開發新型結合錄影與拍照的電子觀察員系統,該系統並可以擷取拍照或錄影時的船位GPS訊息,感測揚繩機的啟動進行同步錄影,偵測魚體長的同步拍照,整合魚種辨識及體長量測資訊,定時透過衛星系統將捕獲魚種、體長、船位等資訊編碼,回傳至岸上管理中心。另外,開發漁船鏡頭防汙偵測警報與清潔技術,評估自動對焦的可行性,並引進一套國外電子觀察員系統與本計畫開發的電子觀察員系統,同時進行試驗比較,並檢討優缺,邀集專家座談,藉此提出我國電子觀察員的改進計畫。<br> Abstract: Due to the advance in technology and to protect the sustainability on ocean resources, international organizations on fisheries management require members to share information on their collections. And the test result showed that electronic monitoring system (EMS) can ease some observers’ burden and offer better collection therefore it is promoted by the international organizations. This project aims to develop a new EMS which combines video recording and image capturing functions. Video recording can be operated based on fish activity by sensing the winch (line drum) operation. The image capturing can be triggered by fish pass thru the space on deck. A satellite transmission system will also be integrated to send encoded information of fish species, fish length and vessel information from vessel to shore center. Meanwhile, anti-water and anti-salt shell for camera cover will be adopted and a method for detecting blue image and cleaning unit for the camera cover will be developed. At the same time, a commercial type of EMS will be imported and tested along with the system developed in this project.
