2020-02-282024-05-14https://scholars.lib.ntu.edu.tw/handle/123456789/655570摘要：從農場到餐桌，橫跨生產端至消費端，包含生產、加工、分裝、流通或販賣等過程，其中，「農產品安全管理」為產銷鏈中至關重要的源頭管理環節。我國於民國96年1月29日制定《農產品生產及驗證管理法》（以下簡稱本法），自此開啟我國農產品及其加工品之認驗證管理制度，包括實施「優良農產品驗證制度（CAS）」、「有機農產品」及「產銷履歷驗證制度」等，施行期間未曾修正。 然而，近年食安事件頻傳，為能提升農產品及食品之衛生安全要求，政府持續建構完整之追溯制度與三級品管制度，以全面檢討農產品之生產管理方式，提升農產品品質與衛生安全。行政院農業委員會（以下簡稱農委會）廣徵各方意見，擬具修正草案。 農產品生產及驗證管理法修正草案於108年12月3日經立法院三讀通過，並於108年12月25日奉華總一經字第10800140611號總統令公布，依本法第38條規定，本法除第18條自公布日施行外，自公布後一年施行。爰本法授權訂定之相關子法及規定中央主管機關公告事項(以下簡稱子法及公告)，亦須於本法施行日前發布(公告)以與本法同日施行，俾產銷履歷農產品經營者、認(驗)證機構與各級主管機關等得遵循辦理，故本專案推動核心目標如下： 1. 確保相關子法及公告於本法施行日前完成發布(公告)作業。 2. 完善訂定相關子法及公告，完備產銷履歷農產品產業發展需求。<br> Abstract: From the farm to the table, including production, processing, packaging, distribution, and marketing. Among them, the quality and safety of agricultural products is an important issue in the supply chain. Taiwan enacted the Agricultural Production and Certification Act (APCA) on January 29, 2007. Since then, Taiwan has set up the certification management system for agricultural products and processed products, including Certified Agricultural Standards (CAS), Organic Agricultural Product, and Traceable Agriculture Products. However, APCA have not been amended since 2007. In recent years, food safety incidents have spread frequently. In order to improve the safety requirements of agricultural products and food, the government continues to build a complete traceability system and a three-level quality control system to comprehensively review the production management of agricultural products. Therefore, Council of Agriculture of the Executive Yuan revise APCA on December, 2019. So the core objectives of this project are as follows: 1. Ensure that relevant sub-laws and announcements are completed before the implementation date of APCA. 2.
