2017-01-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/685037摘要:南沙群島位於南中國海東南側,是由超過六百五十個珊瑚礁形成之大小島嶼、環 礁、岩礁所組成。南沙群島擁有發育完整的珊瑚礁生態系,提供豐富的珊瑚礁水產 資源。過往研究指出,包括太平島在內的南沙群島珊瑚礁乃是提供南中國海周邊國 家,包括台灣、菲律賓、越南、中國、印尼及馬來西亞等,珊瑚礁水產資源補充的 種源庫,甚至可能影響到高緯度國家如日本等的水產資源的補充。過度漁業捕撈、 棲地破壞、海洋污染以及日益增強的氣候變遷對於南沙群島珊瑚礁水產生物資源衝 擊甚鉅,特別是近來周邊國家於南沙群礁的「填礁造島」行為,更加速該區珊瑚礁 生態系功能的衰退甚至永久無法回復。其中位於南沙群島北部中央鄭和群礁西北角 的太平島為我國實質管轄,也是南沙群島中最大的島嶼。太平島除了島上的機場跑 道與碼頭之外,並無大規模的開發。在政府的努力維護之下,太平島周邊海域仍維 持相對不錯的海洋生態系。因此,面對南沙群島周邊國家的人為活動與氣候變遷的 衝擊,建立禁採型海洋保護區是維護太平島珊瑚礁生態系與水產生物資源非常重要 戰略之一。 本計劃整合國內外在珊瑚礁水產生物資源、地理資訊系統與遙測、生態經濟評估 、保護區劃設實務以及水下環景攝影團隊前進南沙太平海域進行資料收集、生態服 務評估以及跨領域與學門的綜合分析,提供給政府部門設立太平島海洋保護區的政 策參考。<br> Abstract: The Spratly, located at the southeastern part of the South China Sea, is a typical coral reef ecosystem composed of over 650 coral cays, atolls, and underwater reefs. It has been suggested that the Spratly could play an important role in supplying the sources of larval recruitment to aid coral reef fishery to the nations including Philippines, Vietnam, China, Brunei, Indonesia, Taiwan, the surrounding South China Sea, and even to the reefs at the high latitude, such as Japan. Nevertheless, overfishing, habitat destruction, pollution, and climate change have caused aquatic resource depletion in the Spratly. Particularly, the mass dredging and filling activities conducted by China and Vietnam and building new islands and channels on atolls is leading to considerable loss of, and perhaps irreversible damages to, unique coral reef ecosystems in the South China Sea. Amongst the numerous reefs in the Spratly, the Taiping Island (also known as Itu Aba in Malaysian) is under the substantive jurisdiction by the Taiwanese government and remains as a less-developed island (except for a runway and a port) compared to those land-filled underwater cays or atolls controlled by China and Vietnam. In order to sustain the fishery resources of the Taiping Island and the surrounding water in the South China Sea, a no-take marine protected area (MPA) is therefore proposed. In this project, a multidisciplinary research task on coral reef resources, geographic information system and remote sensing, ecological economic assessment, practice of the MPA design, and 360-degree panoramic vision of coral reefs, are organized to collect and to provide the scientific-based recommendation to the governmental agencies for the establishment of Taiping Island MPA.南沙群島水產動植物資源珊瑚礁海洋保護區氣候變遷生態系統服務保育價值Spratly Islandsaquatic resourcescoral reefsmarine protected areasclimate changeecological system serviceconservation value不公開計畫
