2013-04-162024-05-13https://scholars.lib.ntu.edu.tw/handle/123456789/649196摘要：經濟全球化及貿易自由化的趨勢，對於世界各國公共衛生及醫療保健服務之專業領域，均產生衝擊與挑戰。我國於2002年元月起成為「世界貿易組織（WTO）」的正式成員後，該組織下的各式協定（例如：SPS、TRIPS、TBT及GATS等），對我國政府之公共醫療衛生事務已具有規範效力，針對其衛生之相關問題，需提升招標單位同仁處理國際經貿法規與公衛事務之能力。本計畫將組成法律與公共衛生專家諮詢服務團隊，提供招標單位經貿涉醫療衛生事務之法律諮詢與支援，並辦理國際會議等相關活動，加強參與重要國際經貿組織（以WTO、OECD為主），及支援招標單位參與醫療衛生協商事務。 其次，本計畫亦將聘請國內外專家學者透過國際研討會之方式，協助招標單位同仁擴大國際經貿事務的參與。再者，本計畫亦將尋求透過國際經貿組織的管道，加強參與國際醫療衛生合作事項。再者，近年來兩岸往來較以往密切，且我國政府研議與中國大陸簽訂兩岸經濟協議（ECFA），相關衛生醫療議題也將成為重要之談判議題。 <br> Abstract: The growing trend of economic globalization, accompanied by the development of free liberalization impacted the profesional field of the public health and providing the service of medical health care in countries around the world. For competent authorities of public health policies, it has become increasingly important to incorporate international trade factors into the policy development process in order to achieve goals that ensure efficiency in public health systems. To adapt to the development of global trends and enhance the ability of the organization to deal with international trade laws and public health affairs, this project will retain local and foreign renowned experts in the fields to lecture in high-level seminars and intensive short-term research workshops, with the aim to assist participants in the bid-inviting organization to expand their involvement with international economic and trade affairs. Moreover, through various channels of international trade organizations, this project seeks to strengthen its collaborations with medical and health organizations around the world. The team submitting the bid possesses specialized knowledge in international law and consists of experts in the legal and public health fields. The team member provided professional services to the bid-inviting organization in the past, and based on the former experience, it will continue to offer professional and innovative service to assist the bid-inviting organization to achieve its highest policy goal.國際經貿公共衛生International economic and tradePublic health
