2012-01-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/688017摘要：能源國家型科技計畫依據行政院能源政策及科技發展指導小組各次會議決議，和96年11月召開之全國產業科技會議所擬定之15項能源科技發展主軸，及96年12月行政院科技會報第23次會議之決議通過推動「能源國家型科技計畫」（National Scienc and Technology Program- Energy）所定之四項原則：整合資源、規劃能源科技發展策略、篩選國家未來能源科技重點研發領域、提供能源科技預算分配及調整原則，執行以(1)提升能源自主；(2) 減少溫室氣體排放；(3)創立能源產業為目標之能源科技研究計畫。執行過程將與政府各相關部會合研究機構與團體等之間進行溝通協調，透過各相關研究計畫之申請、審查、執行、考核、管制…等工作，使研究成果能達成預期目標。 計畫辦公室則是為推動上述之計畫而設立之單位，主要任務為： (1)計畫運作企劃：發展潛力主題，建立合理化之計劃管理機制，跨部會之協調工作，計畫之溝通、聯繫和協調等； (2)計畫徵求和管考：公開徵求程序與作業，計畫之初步審查，以及追蹤考評等； (3)外界聯繫：建置全國性能源科技網站，國際合作/產業界合作推動等； (4)行政支援：計畫資料之管理與分析，辦理各項會議，舉行成果發表活動等。 基於上述四項任務，計畫辦公室編列總主持人、共同主持人、執行長、博士後研究員、碩士級研究員、行政助理等專任或兼任人員。<br> Abstract: Following the resolution in each meetings held by Guiding Squad of Energy Policy and Technology Development, Executive Yuan, the 15 energy technology development master plans drafted by National Industrial Technology meeting in November 2007, and the resolution passed by the 23rd technologic meeting of Executive Yuan in December 2007, four essences of National Science and Technology Program-Energy(NSTPE) were decided as the followings : Integrating resources, planning energy technology development strategies, sieving out main R&D fields of national energy technology for the future, providing principles of budget allocation and adjustment for energy technology, and executing energy technology research programs aiming to (1) promote energy independence; (2) reduce green house gas emissions, and; (3) establish energy industry. The program execution will proceed in communication and coordination with all relevant governmental bodies and departments, research institutes, etc., which, together with application, review, execution, evaluation, control, etc. of all relevant research programs will assist in achieving expected research results. The program office was founded in order to promote the aforementioned programs, whose major tasks are to: (1) Plan and organize programs: development of potential themes, establishment of rational program management mechanisms, organization of inter-ministerial coordination, and management of program communication, program connection, program coordination, and so forth. (2) Call for proposals and evaluate proposals: open request of procedures and operations, initial review of programs, and follow-up as well as evaluation of programs. (3) Communicate with outside: establishment of national science & technology websites, promotion of international cooperation/industrial cooperation, etc. (4) Support administration: management and analysis of program data, hosting conferences, and publishing results, etc. Based on the above, a full-time or part-time director, co-directors, chief executive officer, postdoctoral researchers, research assistants, administration assistants, etc. should be appointed to ensure the smooth mission operation.能源能源政策國家型計畫計畫辦公室EnergyEnergy PolicyNational ProgramProgram Office
