The information flow on internet and intranet is manifold, localized, and globalizred. Most of the net users are young and have an education above high school level. Network is for recreation rather than a database for intellectual purposes. The Bulletin Board Systen and Multi-User Dungeon are very popular in Taiwan which provide para-social interaction and create a virtual community. Network is also a very efficient mechanism for mobilizing social movements. Its content is manifold, open, and anonymous. Information flow is rapid and without any strict regulations. Content analysis shows that discussions on the network are superficial and fragmentary. Network has gained its popularity in Taiwan. But advanced technology is not sufficient for the development of high culture.
