2006-04-262024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/684195摘要:無論水災災害損失評估,或進一步分析區域淹水損失,均有賴基礎損失與相關資料之收集。而民國93年、94年幾次颱風豪雨(如72水災、艾莉颱風、911豪雨、612豪雨及海棠颱風等)造成重大災害,災區遍及全省,對於在此期間水災災害預防、應變及復舊等事項與造成之災情以及各地區災害損失等,將加以記錄、分析探討,以做為未來流域治理規劃與籌編防災經費之參考。 此外,水利署於民國91、92年間以二年期間,分年依序收集國內外有關水災損失估算及評估之文獻資料據以建立水災災損評估系統。系統完成至今已多年,考慮模式參數更新及操作之便利性,需進一步將其內部資料予以網路資料庫化,最後將資料分析過程由半自動改為全自動化。 本計畫執行期間,若因颱風、暴雨因素需成立水利署緊急應變小組時,本計畫執行相關人員將協助災害應變支援諮詢工作,提供計畫研究之相關災損評估經驗,規劃災害調查之行政機制及災後之災損資料蒐集等,以協助防救災應變之決策支援。 <br> Abstract: Inundation lost investigation and data collection are the basic work for estimating inundation lost. In 2004 and 2005, the typhoons and storms, like 72 inundation, Aere Typhoon, 911 storm, 612 storm, and Haitang Typhoon, caused the serious damage. Therefore, the prevention of inundation, emergency responses of flooding, and the recovery from the damage should be recorded and discussed. The results can be referenced by further watershed management. Furthermore, the Water Resources Agency (WRA) built an Inundation Lost Estimation System in 2003. In order to increase the convenience of operation and the model parameters updating, It has to be modified to analyze the inundation lost automatically.
