2023-01-012024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/695572我國為世界貿易組織(World Trade Organization，WTO)的會員，依循國際植物保護公約（International plant protection convention，IPPC）組織所訂定之國際植物防疫檢疫措施標準(International standard of phytosanitary measures，ISPMs)為基礎來制定植物防疫檢疫措施，並遵守食品安全檢驗與動植物防疫檢疫措施協定（the Agreement on the Application of Sanitary and Phytosanitary Measures，SPS協定），與其他會員國進行國際貿易時，對輸入農產品採行之檢疫與檢驗措施，皆有客觀的依據。為了有效避免植物及其產品貿易流通而導致外來植物疫病蟲害的入侵、立足或傳播之機會，且有效保護我國國人及植物的生命與健康，同時維護自然環境之生態平衡，本計畫擬針對1)輸入人之首次輸入植物種子(苗)申請作業、2)其他貿易國採行與我國核准輸入植物相同作物之植物檢疫管理措施、3)特定有害生物或植物及植物產品等項目，進行與風險評估相關之資料搜集與分析。本計畫將透過網路公開之學術研究與貿易資訊、植物病蟲草相關資料庫、各國植物保護機關之網頁的持續搜索，以及與國內專家學者之諮詢，掌握國際疫情與風險管理資訊，並於啟動有害生物風險評估資料蒐集案時，擬定適切的風險管理方針，有效降低植物有害生物藉輸入植物種子(苗)而進入我國風險。 As a member of World Trade Organization (WTO), Taiwan set our phytosanitary regulations based on the International standard of phytosanitary measures (ISPMs), which was issued by International plant protection convention. Also, Taiwan follows the guidelines of the Agreement on the Application of Sanitary and Phytosanitary Measures, and base all the quarantine and inspection measures for import agricultural products on scientific evidences while trading with other WTO members. In order to  prevent the invasion, establishment and spread of exotic pathogens and pests, and protect the health of our citizens, plants, nature environment and ecological balance through international trades, this project  aims to collect proper information for pest risk analysis purposes, specifically, for  1) Application process for first-time importation of plant seed or seedlings, 2) Analysis of the phytosanitary measurement taken by other trading members on the same plant or plant products, and 3)  Risk assessment for specific pest or plant or plant product. The project will actively collect information through public available academic publications, technical reports, accessible databases, official websites national plant protection organization of each country. Then, with the necessary help from domestic experts in botany, plant pathology, entomology, agronomy, horticulture and soil science, carefully analyze the information, provide useful information regarding to international disease outbreak information and pest biology, and further complete further risk assessment, propose risk manage measure options, and effectively reduce the risk come along with plant seed or seedling importation. 有害生物風險評估; 進口; 種苗;pest risk assessment; importation; seedling
