2011-12-282024-05-17https://scholars.lib.ntu.edu.tw/handle/123456789/670383摘要:歷年來國內經常發生農產品生產過剩,而導致農產品價格暴跌、農民收益受損的產銷失衡問題。柳橙、香蕉、木瓜、甘藍菜等蔬果時有所聞,虱目魚、台灣鯛、豬肉、雞肉、雞蛋等漁畜產品亦偶而會發生。前一陣子國內發生的香蕉產銷失衡問題就引起了農民的不安與社會各界的關切。除此之外,農產品價格也經常出現飆漲的現象而造成消費者的不滿,年節時期的蒜頭、青蔥與颱風前後的葉菜類價格的飆漲,即為最常見的例子。 儘管如此,農產品價格仍然可以運用較具前瞻性且較周詳的產銷規劃與產銷結構調整措施以及預警、監控制度等方式,透過對農產品產銷資訊的掌握與對市場供需的影響,間接平抑價格或防止價格大幅漲跌,以維持較平穩的價格水準,減少價格波動對產者與消費者雙方可能帶來的困擾。 將雲端運算技術導入產業領域已成為目前熱門話題,未來在農產品產銷資訊管理方面,如能運用雲端運算等相關資訊科技,針對需求強烈的生產與價格等農產品市場資料、資訊與知識進行雲端化服務,朝向完整性、便利性、效能性、可行性、安全性及延展性等五大目標去規劃及開發,並且提供簡易友善的操作介面設計,將可增加農民等農產品供應鏈相關產銷業者的使用意願,並快速收到政策效果。 是故,本計畫之研究目的有二: 1. 探討國內經常發生產銷失衡現象之主要農產品項目的問題癥結並研提改善對策; 2. 研析如何運用雲端運算等資訊科技提供平台以促進農產品產銷均衡。<br> Abstract: In Taiwan, oversupply of agricultural products has been occurred frequently over the past years. It caused dramatic price fluctuations of agricultural products and problems of income instability of farmers. On the other hand, soared agricultural prices also caused dissatisfaction of consumers. Few months ago, disequilibrium of domestic banana market resulted in disappointment of famers and was highly concerned by the whole society. Nevertheless, we could still apply more forward-looking production and marketing planning and structural adjustment measures as well as monitoring and early warning systems or other information management technologies to stabilize the agricultural prices. Through management of the production and marketing information of agricultural products and influence of market supply and demand, we could try to maintain agricultural prices within relative stable ranges, and to reduce the risks and problems of price fluctuations that would bring to producers and consumers. Applying cloud computing technology to industries has been becoming hot issues recently. In some aspects of the agricultural sector, such as information management of agricultural production and marketing, if we could make use of the cloud computing and the related information management technologies to provide friendly operation interface designs for farmers and the other stakeholders of the food supply chain, and to provide complete, convenient, transparent, efficient, available and safe services in related data, information, and knowledge of agricultural markets, it will increase the willingness of usages of people who are involved in the food supply chain. Furthermore, it will facilitate the achievement of the goals of agricultural policies. Hence, the study has two major objectives: 1. To analyze and discuss the cruxes of market disequilibrium of major agricultural products in Taiwan, and to raise suggestions of possible strategies to improve the market situation. 2.
